15:27 | Tali Rosca | That means he is ultimate authority in all matters, but his primary intention is to keep a welcoming and respectful community, so he rarely has to come down hard with any rulings. |

15:28 | Tali Rosca | The different areas are then under the control of either the renters (for the individual parcels), or the "Estate managers", which are right-hand helpers for Desmond. |
